Selectboard Deals with Dogs and More

At the April 12 meeting, the Selectboard heard more from neighbors about the request by Ken and Julie Cartularo to allow their two dogs to be unleashed in their yard when they are outside with them.
The dogs have been confined since an incident in 2007 when Carol Miklos was bitten. According to Ashlee Sage, the injury occurred when the Cartularo’s dogs attacked the two puppies walking with Miklos on Haymaker Road at noon one day.
During the meeting, Stella Palmer spoke in favor of approving the Cartularos request. She says she walks her dogs, always on leads, by their property and never has a problem with the Cartularo dogs. She does object to dogs not on leads that come onto her property.
Other neighbors referred to the relief the current arrangement has provided them, after “12 years of aggressive behavior.” Tim Smith described the Cartularo’s Jack Russell Terrier as very dangerous to other dogs, and warned the Selectboard of the risk they would be taking if they approve the request.
In the end, the Selectboard asked the group to work out hours that could be agreed on for the dogs to be off leash in their yard, and to come back with an agreement in writing.
And more... Green Mountain Power was given permission to install three poles and anchors on Guinea Road. At the request of the Selectboard they agreed to cut down the black willows by the Town Beach.
Jim Donovan presented drawings of Big Oak Trail, and discussed permitting issues to have its route approved to go from Route 7 to Thompson’s Point Road. The state is requiring that the town have a permitted trail on the west side of Route 7 that can connect with the trails on the east side in order to include an underpass in the plans for upgrading the highway.
